Road salt, brine and deicer are rough on bare concrete. They ride in on your tires, sit in the wet film under the car, and break down the cement paste until the surface dusts and pits. We grind out the contaminated layer and seal the restored surface against the next winter.
Older garage slabs have joints that were troweled or sawed shallow, and after enough winters the edges crumble. Wheels hit the crumble and accelerate it, and the joint keeps widening. Cleaned out, filled with polyurea, and shaved flush, a rebuilt joint rolls smooth and stops growing.

Age cracks, settlement cracks, and chemical damage each need different handling, and an older Spokane slab often has all three going at once. In most cases, absolutely. Old concrete is often good concrete: thick pours and decades of curing. The damage usually lives in the top quarter inch. Grinding past it exposes sound material, polyurea handles the cracks and joints, and the slab you keep beats the slab you would pay a lot to replace.
That is usually deicer damage. Road salt and deicer brine ride home on your tires, dissolve into the snowmelt under your car and attack the cement binder. The binder fails, the surface turns powdery, and pits follow. Washing helps but cannot undo it. The cure is grinding off the contaminated layer and sealing the fresh surface.
